Establishes new Article 39-BB in General Business Law requiring all firearm dealers to adopt reasonable measures to prevent illegal gun trafficking, including programs to eliminate straw purchases and divert firearms from the illegal marketplace.

Mandates dealers implement security plans requiring locked display cases, secured storage in fireproof safes outside business hours, separate ammunition storage, and alarm systems monitored by Underwriters Laboratories-certified central stations with #3 extent of protection.

Requires retail dealers to exclude persons under 18 from firearm sales areas unless accompanied by a parent or guardian, restrict sales to licensed dealer locations or gun shows, and provide employee training on federal/state firearms law, recognizing straw purchases, and gun safety.

Mandates dealers maintain detailed records of all rifle and shotgun acquisitions and disposals within one business day, conduct monthly inventory checks, and submit records to state police every April and October; requires annual certification of compliance to the superintendent.

Makes violations of Article 39-BB a class A misdemeanor punishable under penal law, and a class E felony for second violations within five years; authorizes revocation or suspension of dealer licenses for non-compliance.
