Amends General Business Law Section 35-a to expand eligibility for specialized vending licenses in cities with populations of one million or more to include veterans who are either physically or mentally disabled.

Applies to honorably discharged members of the U.S. Armed Forces whose disabilities resulted from injuries received during military service.

Specialized vending licenses permit holders to hawk or peddle anywhere within the city on any block face without area restrictions (except as otherwise provided in the section).

Became effective immediately upon enactment.
