Requires the justice center to develop procedures and protocols ensuring interviews with vulnerable persons are conducted safely and timely, considering the individual's disability, safety, and wellbeing.

Establishes the right of vulnerable persons to be represented by mental hygiene legal service or privately financed counsel at all stages of justice center proceedings.

Recognizes vulnerable persons' ability to self-advocate by providing information to the justice center that enhances their own safety and wellbeing and the safety of others.

Requires appropriate notification to a personal representative that a vulnerable person will be questioned or interviewed, allowing the representative to provide information necessary to protect the individual.

Takes effect immediately upon enactment.
