Establishes a minimum hourly wage of $3 per hour for all inmates performing labor in New York state correctional facilities, including work release programs, community activities, and nonprofit organization assignments.

Applies the $3 minimum wage requirement to inmates performing work in prison industries, maintenance, services, and any task for which wages would otherwise be due.

Allows the Department of Corrections to charge nonprofit organizations a reasonable hourly rate for meals and housing of participating inmates.

Requires amendments to Correction Law sections 170, 171, 177, 178, 184, 186, and 187 to ensure inmate compensation complies with the new minimum wage standard.

Takes effect 180 days after becoming law, with authority for the Department of Corrections to adopt implementing rules and regulations immediately upon enactment.
