Establishes a New York State community solar pilot program overseen by the Public Service Commission to promote community solar energy use.

Allows consumers to subscribe to the program by making a one-time payment of at least $500 per subscription, receiving quarterly dividend payments based on energy generated by their subscription level.

Requires the state to retain ownership of the solar installation and all renewable energy credits generated, with all energy sold back to investor-owned utilities at retail rates.

Dedicates one percent of all subscriber payments to fund the capital investment for the original installation, then for new solar installations once the original is fully paid.

Limits solar installations to a maximum of 2,000 kilowatts and prohibits subscriptions from being resold to any entity other than the state.
