Establishes a sex offender public awareness program within the Department of Corrections to provide educational outreach services to schools, community groups, and clergy at the community level.

Requires the Department of Corrections Board to promulgate rules and regulations that promote alternative funding sources from local government and private entities, coordination of public and private efforts, and long-range service development.

Directs the program to provide outreach, education, and training services to law enforcement and other criminal justice officials to support the educational outreach mission.

Requires an annual report to the Governor and Legislature by December 1st each year detailing programs funded, other funding sources, necessary appropriations, and estimated needs for the next fiscal year.

Takes effect 90 days after enactment, with authority to implement necessary rules and regulations immediately upon passage.
