Prohibits selling retail food products labeled as "local," "locally grown," "locally produced," or "locally sourced" unless the product is grown, raised, or harvested in New York State or its essential components are sourced in New York State.

Allows products from outside New York State to use "local" labeling if accompanied by descriptive language identifying the state, region, or distance from New York's border, displayed adjacent to and in the same font size as the "local" term.

Directs the agriculture commissioner to develop rules and regulations providing guidance to businesses selling retail food products under these labeling requirements.

Takes effect 180 days after enactment, with retailers granted 90 days from the effective date to sell through existing inventory of products subject to the new labeling provisions.
