Establishes a small business energy assistance and advocacy services program within the New York State Department of Economic Development's division for small business to help small businesses access energy conservation, efficiency, and renewable energy programs.

Requires the program to solicit input from small businesses and their organizations to identify energy-related issues affecting small businesses and recommend legislative, regulatory, and programmatic actions.

Directs the program to coordinate with the New York State Energy Research and Development Authority, power utilities, the Public Service Commission, and other entities to facilitate small business participation in energy assistance programs.

Authorizes the program to provide small businesses with information on energy assistance programs, cooperative fuel purchasing efforts, and referrals to specialists for affordable alternative technologies and energy-saving methods.

Empowers the program to advocate before the Public Service Commission and other regulatory agencies for equitable treatment of small businesses in energy-related policies and consumer protections.

Amends the Public Service Law to allow the division for small business to file complaints with the Public Service Commission regarding gas, electricity, and steam heat rates and service quality.

Takes effect September 1, 2021.
