Expands the definition of "eligible inmate" for temporary release programs to include individuals who have completed a court-ordered comprehensive substance abuse treatment program at a state correctional facility.

Amends Correction Law Section 851 to add substance abuse treatment completion as an eligibility criterion alongside existing parole eligibility requirements.

Modifies Penal Law Section 60.04 to deem defendants who complete judicially-ordered substance abuse treatment programs as automatically eligible for temporary release under Correction Law Section 851.

Applies to defendants sentenced to imprisonment for controlled substance or marijuana offenses who are enrolled in alcohol and substance abuse treatment annexes and successfully complete the programs.

Takes effect 60 days after enactment, with provisions for expiration and reversion based on existing statutory sunset dates in prior law.
