Adds new subdivision 6-a to Section 561 of the Executive Law expanding the advisory council's powers and duties regarding the Justice Center for the Protection of People with Special Needs

Requires the council to review the mission and operations of the Justice Center, including the validity of abuse and neglect claims and the appropriateness of prosecutorial actions

Mandates review of allegations to ensure they are valid and have been promptly and fully investigated, and establishes common standards and requirements for investigators

Directs the council to review prosecutorial conduct to ensure all prosecutions were valid and within the agency's mission, and to verify that individuals responsible for abuse or neglect have been held accountable

Requires review of the register of individuals found responsible for abuse or neglect to ensure they have been barred from employment in care positions, and includes review of investigations and procedures in death-related cases

Takes effect 60 days after becoming law
