Commissioner of Corrections must ensure adequate staffing exists at every correctional facility pursuant to an established staffing plan.

Staffing plan for uniformed staff must identify all security posts necessary and categorize them as either five-day or seven-day positions.

Requires minimum staffing ratios of 1.75 correction officers for every seven-day post and 1.25 correction officers for every five-day post, with prohibition on reducing ratios in facilities already meeting or exceeding these thresholds.

Commissioner must provide annual staffing reports by December 31st to legislative committees detailing posts staffed, officer availability by facility, closed posts, unfilled positions since 2001, and overtime hours and costs since 2001.

Act takes effect immediately and authorizes the commissioner to adopt necessary rules and regulations for implementation.
