Directs the Commissioner of Developmental Disabilities to establish a tiered eligibility program for services to persons with learning disabilities and complex neurological impairments (including autism spectrum disorders and Asperger's Syndrome).

Tier one provides up to six months of intensive service navigation to connect individuals to appropriate services and supports in crisis situations, with option to end early if needs are met.

Tier two provides up to an additional six months to continue crisis stabilization, assess adaptive behavior, and prepare individuals for full eligibility determination with the office for people with developmental disabilities.

Intensive service navigation coordinates mental health services, vocational training, educational planning, parenting classes, and other basic needs, with time-limited focus on short-term crisis intervention.

Commissioner shall develop reimbursement methodology for intensive service navigation covering reasonable service provider costs and consult with statewide learning disability associations during program development.
