Increases the monthly state payment for personal needs from $25 to $45 for individuals receiving SSI/state payments who reside in residential health care facilities, effective January 1, 1988.

Implements annual adjustments to the $45 monthly allowance based on the Consumer Price Index (all items—U.S. city average) beginning January 1, 2021, and recalculated every January thereafter.

Increases the monthly personal needs allowance from $50 to $75 for non-SSI eligible residents of residential health care facilities, with annual CPI adjustments beginning January 1, 2021.

Creates a new $75 monthly personal needs allowance for residents of domestic violence shelters where three meals per day are provided, subject to annual CPI adjustments beginning January 1, 2021.

Updates terminology in the mental health and developmental disabilities statute sections, changing "office of mental retardation and" to "office for people with" developmental disabilities.
