Amends the economic development law to add a new requirement for the Department of Economic Development to develop a cross-regional small business partnership program.

Cross-regional partnership program must initiate and encourage joint small business ventures across different regions of the state and promote job development.

Program must promote the use of products grown, made, processed, or manufactured in New York and encourage shared facilities for processing, production, or manufacturing when feasible.

Maintains existing requirements for small business assistance including technical, managerial, financial, training, and marketing support.

Takes effect immediately upon enactment.
