Changes election law to require boards of elections to "shall, whenever possible" permit towns, villages, school districts, and special districts to use voting systems and equipment owned by the board, rather than making it discretionary.

Replaces the term "voting machines" with "voting systems" throughout the statute to reflect modern voting technology.

Requires cost determinations by the board of elections for rental and use of voting equipment to be limited to actual expenses incurred by the board, rather than allowing open-ended fee structures.

Permits boards of elections to allow associations and organizations to use voting systems for elections where the board determines such use serves the public interest.

Effective date is January 1 of the year following enactment into law.
