Adds the county extension service association in Orange County to the list of organizations eligible to receive state reimbursement for agricultural fair and exposition premiums.

Exempts the Orange County extension service association from the restriction prohibiting county extension service associations from receiving reimbursement in counties where agricultural corporations or the American Institute have held a fair within the past two years.

Requires eligible organizations to file annual reports by December 15th listing all premiums awarded and exhibits during the calendar year.

Establishes reimbursement caps: up to $7,200 for agricultural/horticultural corporations plus up to $1,500 for youth department premiums, and $5,000 for eligible cooperative extension associations, with a maximum of $12,000 total per organization.

Takes effect immediately upon enactment.
