Requires the commissioner of economic development to publish announcements of state contracts in the procurement opportunities newsletter upon receiving notice from agencies.

Contract announcements must identify the contract, specify the award date, and provide the name and contact information for each contract recipient.

Mandates that state agencies submit contract announcements to the commissioner at the time a contract is entered into for inclusion in the procurement opportunities newsletter.

Takes effect thirty days after becoming law, with authority granted for implementing rules and regulations to be adopted before the effective date.
