Prohibits social services officials from accepting deeds or mortgages on real property from applicants or recipients, reversing prior authority to accept such property for assistance recovery.

Exempts SNAP, child care services, Emergency Assistance to Adults, HEAP payments, and child support-reimbursed public assistance from recovery claims under accepted deeds or mortgages.

Requires signed acknowledgment from applicants or recipients before any deed or mortgage acceptance, stating that specified benefits cannot be included in recovery and that declining to provide a lien does not affect children's public assistance eligibility.

Mandates biennial accountings to property owners detailing all public assistance incurred, current debt owed, child support credits, and payment methods, with failure to issue accounting within required timeframe resulting in loss of recovery rights for previous two fiscal years.

Effective date is April 1 following enactment.
