Establishes a nine-member Commission on Prison Education to study and develop a plan for improving education in the state prison system.

Commission shall investigate the impact of prison education on inmates' employment opportunities upon release, reintegration into society, and effectiveness in reducing recidivism.

Commission membership appointed as follows: three members by the Governor, two by the Speaker of the Assembly, one by the Assembly Minority Leader, two by the Senate Temporary President, and one by the Senate Minority Leader.

Commission shall issue a report within ten months after the effective date of the legislation.

Act takes effect immediately upon enactment.
