Commissioner of Corrections shall conduct a comprehensive study on inmates' prior involvement with child welfare and juvenile systems, including foster care, detention facilities, and other placements.

Study must document the type and length of out-of-home placements, inmate age during placement, ethnic background, and gender.

Commissioner shall survey a random or scientifically appropriate sample of at least 10 percent of state, county, and municipal correctional facilities using self-administered questionnaires to ensure participant anonymity.

Inmate participation requires informed written consent disclosing potential risks and benefits of the study.

Commissioner shall submit written report with findings, conclusions, and recommendations to the governor and legislature by June 30th of the year following the law's effective date.
