Amends Correction Law Section 205 to require that persons granted merit termination of sentence automatically receive either a certificate of relief from disabilities or a certificate of good conduct, as applicable.

Amends Executive Law Section 259-j to require that persons granted discharge automatically receive either a certificate of relief from disabilities or a certificate of good conduct under Correction Law, as applicable.

Applies to individuals otherwise financially able to comply with restitution and mandatory surcharge orders who have made good faith compliance efforts.

Takes effect 90 days after becoming law.
