Eliminates separate election night procedures for New York City and applies uniform canvassing procedures statewide by removing the distinct "1-a" subsection that previously governed NYC operations.

Establishes a standardized sequence of post-poll-closing procedures including ballot reconciliation, ballot scanning, results tape printing and posting, portable memory device removal, and machine sealing that applies uniformly across all jurisdictions.

Requires inspectors to post or announce tabulated results and hand count results at polling places immediately after closing, with candidates and watchers permitted to observe and verify results against the results tape.

Modifies the ballot reconciliation process to require recording of seal numbers on the reconciliation form and allows inspectors to proceed with emergency ballot scanning in specific circumstances where reconciliation cannot be completed without printing results first.

Removes references to punch-card voting methods and updates ballot handling procedures to reference sealed containers in addition to envelopes for storing canvassed ballots and materials for return to boards of elections.
