Establishes a monthly stipend program providing $500 per month to eligible persons, with a maximum of one stipend per household.

Defines eligible persons as U.S. citizens who are students enrolled at least six hours per semester at state universities, community colleges, statutory/contract colleges, or private universities in New York, or employed at least 20 hours per week, earning less than $100,000 annually.

Excludes individuals employed by the state, municipalities, or serving as state or local officers as defined in the Public Officers Law.

Requires the Department of Social Services to develop and implement the program in conjunction with the State Comptroller, including an application process with eligibility verification and annual recertification procedures.

Takes effect 90 days after becoming law, with authority to adopt necessary rules and regulations immediately upon enactment.
