Establishes the New York State Innovative Energy and Environmental Technology Program to award capital grants of up to $100,000 to eligible small businesses for developing and commercializing renewable energy and environmental technologies.

Defines eligible small businesses as independently owned operations headquartered in New York with 100 or fewer employees, 80% employed in-state full-time, and actively developing innovative energy or environmental technologies.

Limits grants to $100,000 per year per business for eligible costs including working capital, equipment acquisition, and leasehold improvements necessary for commercialization, provided no other funding sources are available on comparable terms.

Requires grant applications to include market assessment, technical value explanation, job creation estimates, commercialization timeline, and demonstration that the corporation grant is essential and unavailable from other sources.

Mandates annual reporting to the governor and legislature beginning September 1, 2020, detailing grant recipients, project descriptions, grant amounts, job impact, and other relevant accomplishments, while protecting confidential intellectual property information.
