Gas pipeline operators must accelerate repair, rehabilitation, and replacement of piping or equipment that is leaking or at high-risk of leaking due to inferior materials, poor construction, lack of maintenance, or age.

The Public Service Commission shall develop prioritized timelines for leak repairs based on severity, adopt cost-recovery programs with replacement targets, and establish standard definitions for calculating unaccounted-for gas.

Gas pipeline operators must use best available technology to detect leaks and adopt limits on cost recovery for lost and unaccounted-for gas.

The New York State Energy Research and Development Authority shall issue non-binding guidelines within one year identifying best practices for identifying and classifying high-risk pipeline infrastructure.

Pipeline operators in cities with populations of one million or more must establish and share a database of pipeline infrastructure including age and repair status with the coordinated building inspection data analysis system.
