Makes permanent the assisted outpatient treatment program provisions of Kendra's Law by removing the June 30, 2022 expiration date.

Expands the definition of assisted outpatient treatment to include medication support, medication education, symptom management education, and financial management services including representative payee appointments.

Requires program coordinators to review clinical needs of assisted outpatients prior to order expiration and determine whether to petition for continued treatment, with procedures for missing or relocated individuals.

Adds new petition authorization allowing hospital directors and correctional facility superintendents to file petitions for assisted outpatient treatment, and enables private citizens to receive assistance filing petitions.

Requires the Department of Mental Health to develop an educational pamphlet on the assisted outpatient treatment petition process and establishes mandatory training programs for judges and court personnel on the use of these provisions.
