Creates the "Takecharge New York Power Program" allowing the Power Authority of the State of New York to provide subsidies for microgrid development and infrastructure to eligible applicants, with applicants required to match the subsidy with equity contributions.

Defines eligible applicants as businesses and not-for-profit corporations with minimum peak electric demand over 400 kilowatts (or 400 kilowatts or less for small businesses), excluding retail businesses, sports venues, gaming establishments, and overnight accommodations.

Requires the board to solicit applications beginning no later than September 1, 2021, and evaluate applicants based on 12 criteria including energy cost significance, job creation, regional development alignment, risk of closure, and community benefit, with no single criterion presumptively determinative.

Mandates applicant commitments including energy audits at least every five years, installation and maintenance of microgrid equipment, periodic audits for contract compliance, and repayment of the subsidy under a board-developed timeline.

Requires quarterly reporting by the authority to the board on program success and evaluation reports to state leadership by December 31, 2020, and every five years thereafter assessing program effectiveness.
