Establishes merit time allowance credits for eligible inmates in local correctional facilities serving sentences of one year or less or detained pending trial, allowing reduction of 24 hours per credit earned.

Eligible inmates accrue credits through participation in educational, vocational, work, or rehabilitative programs at rates of one credit per four days (violations), nine days (misdemeanors), or fifteen days (felonies).

Excludes inmates convicted of A-1 felonies (except drug offenses), violent felonies, homicide offenses, sex crimes, incest, or aggravated harassment of employees from earning merit time allowance credits.

Allows ineligible inmates to earn administrative privileges credits under sheriff discretion, which may only be applied toward facility privileges rather than sentence reduction.

Credits may be forfeited for bad behavior or rule violations after notice and opportunity to be heard, and credits transfer to state facilities when inmates are transferred to state custody.
