Directs the New York State Commissioner of Education to conduct a study on children who serve as caregivers for sick, disabled, or elderly relatives outside of school.

Study must examine the number of caregiver children in the state, time spent on caregiving, educational impacts, circumstances leading to caregiving roles, and recommendations to reduce negative educational effects.

Commissioner must submit findings, conclusions, recommendations, and legislative proposals to the Governor, Senate President, Assembly Speaker, and education committee chairs within one year of the law's effective date.

Takes effect immediately upon enactment.
