Prohibits private individuals, partnerships, corporations, associations, organizations, and other non-governmental entities from directly or indirectly paying for expenses related to conducting mandatory or permissive referendums in New York.

Applies to referendums conducted by the state, counties, cities, towns, villages, and special districts on ballot questions submitted to all voters in those jurisdictions.

Covers all expenses associated with referendum conduct, including costs for equipment, materials, and personnel.

Takes effect immediately upon enactment.
