Establishes the "Voter Friendly Ballot Act" to standardize ballot design and improve clarity for all voters through uniform formatting requirements including sans serif fonts, specific font sizes (minimum 9 points for candidate names), and plain language instructions.

Requires ballots to display candidate names flush left (not centered), include "Vote for one" or "Vote for up to..." instructions below each office title, and prohibit all-capital letter text and party emblems on ballots.

Mandates ballot instructions be printed in no more than 5-inch line lengths with specific standardized text about how to mark ballots, correcting mistakes, and voting on proposals, with illustrations provided by the state board of elections.

Makes paper ballots identical for the same polling place and requires candidates for the same office appear on the same page without separation by perforation, with voting ovals or squares positioned to the left of candidate names.

Extends public inspection periods for sample ballots from 5 to 50 days and official ballots from 4 to 50 days before elections (except in extraordinary circumstances), and allows sample ballots to be published on board of elections websites as alternative to mailed distribution.
