Creates a temporary state commission on custodial sexual misconduct to study sexual abuse between inmates and state correctional facility or OCFS facility employees, and recommend legislation or regulations to reduce such misconduct.

Commission shall consist of nine members: three appointed by the governor (including the commissioners of correctional services and OCFS, and the chairman of the state commission of correction), four appointed by the senate president pro tempore and assembly speaker (mental health professionals and criminal justice advocates), and one each by the senate and assembly minority leaders.

Commission is authorized to conduct studies, hold public and private hearings, request data and assistance from state agencies and courts, and employ necessary personnel with compensation determined by appropriation.

Commission must submit findings, recommendations, and a notification system plan to the governor and legislature no later than December 31 of the year following enactment.

Act takes effect immediately and automatically repeals on December 31 of the year succeeding enactment.
