Prohibits providers operating facilities licensed, operated, or certified by the Office for People with Developmental Disabilities from requiring direct care workers to work more than 60 hours in a seven-day work week, except in extraordinary emergencies such as fire, flood, or danger to life or property.

Applies the same 60-hour maximum work week limit to direct care workers in facilities licensed, operated, or certified by the Office of Mental Health.

Defines "direct care worker" as an employee whose primary responsibility is the daily care of, supervision of, and interaction with residents of a residential facility.

Takes effect 90 days after becoming law, with rule and regulation amendments to be completed by the effective date.
