Requires surveillance cameras with sound capability in all public common areas (living areas, dining areas, hallways, classrooms, time-out rooms) of group homes, residential schools, and day programs serving children or adults with mental or physical disabilities that are licensed, certified, funded, or operated by the office.

Requires surveillance cameras with sound capability in all public common areas of residential care facilities for youth operated, licensed, or certified by the office of children and family services.

Permits surveillance cameras in individual bedrooms of children age 13 or younger only with parental or guardian consent and only in single-occupancy bedrooms.

Imposes a fine of $1,000 per day of noncompliance on providers who fail to implement these surveillance requirements.

Takes effect one year after the bill becomes law.
