Requires the Office of Temporary and Disability Assistance to compile and publish quarterly a list of parents with child support arrears exceeding $10,000 or such other amount established by the commissioner.

List shall include identifying information such as name, last known address, physical description, photograph if available, occupation, amount of arrearage, and number of children owed support.

Access to the list through the office website is limited to employers subject to tax withholding requirements and their payroll administrators, who must provide proof of identity and verification that the delinquent parent is currently employed.

Individuals must receive written notice by certified mail at least 90 days before their information is disclosed, with opportunity to pay the full arrearage or enter a written payment agreement to avoid publication.

Information shall be removed from the list within 10 business days upon full payment, three consecutive payments under a written agreement, or submission of a court order stating the individual is not responsible for the arrearage.
