Establishes the New York Access to Home for Heroes Program within the Private Housing Finance Law to provide grants for adapting homes for disabled veterans

Defines eligible applicants as cities, towns, villages, or nonprofits with at least one year of existence and substantial experience retrofitting homes for persons with disabilities

Defines disabled veterans as those with honorable or general discharge who are certified by the U.S. Department of Veterans Affairs or hold military discharge documentation

Authorizes the Housing Trust Fund Corporation to enter into contracts with eligible applicants for grants up to $500,000 per contract, with programs completing within three years (extendable up to two additional one-year periods)

Limits administrative costs to 7.5 percent of contract amounts and caps any single municipality's allocation at no more than 50 percent of total annual program funding
