Authorizes the New York State Energy Research and Development Authority (NYSERDA), in conjunction with the Department of Taxation and Finance, to develop and administer a temporary middle income home energy assistance program providing one-time supplemental grants to eligible households for home heating fuel.

Defines "home heating fuel" to include fuel oil, coal, wood, propane, natural gas, electricity, steam, kerosene, and other fuels used for residential heating purposes.

Establishes that eligible households meeting authority-determined standards shall be certified to receive assistance, provided state funds are available for the program.

Declares that home energy assistance payments shall not be considered income or resources for any purpose under state law.

Appropriates $1,000,000 from the state general fund for the program, with the act taking effect immediately and expiring April 1, 2021.
