Requires all employees whose primary responsibility is providing respite care services to persons with mental illness to obtain first aid and CPR/AED certification within six months of hiring and every two years thereafter.

Requires all employees whose primary responsibility is providing respite care services to persons with developmental disabilities to obtain first aid and CPR/AED certification within six months of hiring and every two years thereafter.

Defines respite care as intermittent temporary substitute care provided on behalf of and in the absence of a parent or legal guardian to provide relief from caregiving responsibilities.

Mandates that the department bear all expenses for the required training and certification.

Becomes effective 60 days after enactment, with authorization for the office to promulgate necessary rules and regulations immediately.
