Amends Public Service Law to require a public referendum in the municipality where a proposed major electric generating facility is located before the State Board's decision becomes final.

Referendum must be held within 60 days but not earlier than 30 days after the Board's decision, and requires approval by 51 percent of voters for the certificate to be issued.

Makes it mandatory for the Board to issue a certificate if a majority of referendum votes are in favor of establishing the facility.

Removes previous language making Board determinations final except for good cause shown and rehearing/judicial review.

Provides that referendum financing costs be drawn from the intervener account, with additional costs financed under alternative county government law.
