Amends Public Service Law Section 66 to prohibit utility corporations from wheeling or delivering electricity or natural gas to residential customers, restricting such arrangements to non-residential customers only.

Modifies Public Service Law Section 66-d to define natural gas contract carrier services as available only to non-residential consumers of natural gas.

Requires that utility corporations continue to demonstrate that wheeling or delivery arrangements are in the overall best interest of ratepayers and that rates adequately compensate the corporation for facility use.

Takes effect immediately upon enactment.
