Expands the definition of "administer" in pharmacy law to include injection of medications for mental health and substance use disorder treatment, as prescribed by licensed prescribers in New York State.

Requires pharmacists administering mental health and substance use disorder medications to complete accredited training covering injection techniques, indications, precautions, contraindications, emergency handling, and cardiopulmonary resuscitation.

Mandates pharmacist notification to prescribers upon administration completion, maintenance of continued competency, patient consent and education prior to injection, private injection areas in pharmacies, and record keeping with electronic transmission to prescribers.

Adds COVID-19 to the list of diseases for which pharmacists may administer immunizing agents to adults under existing immunization authority.

Establishes an effective date 180 days after enactment, with provisions addressing expiration and reversion of certain amendments based on other concurrent legislation.
