Grants inmates the right to be represented by an attorney at parole hearing interviews conducted at least one month before their parole eligibility date.

Requires the state to assign an attorney at no cost to inmates who are financially unable to provide their own counsel, upon request.

Applies to both inmates eligible for parole under penal law section 70.40 and those serving indeterminate sentences at the expiration of their minimum period.

Takes effect one year after becoming law, with provisions subject to expiration and reversion pursuant to existing law from 1995.
