Requires utilities to install only advanced metering infrastructure (AMI) devices that meet FCC radio frequency emission standards, ANSI meter accuracy specifications, and commission-established health, safety, and data encryption requirements.

Defines one-way smart meters (using power line carrier, radio frequency, WiFi, telephony, or internet) and two-way smart meters (using radio frequency, WiFi, or internet for bidirectional communication) as covered AMI devices.

Grants customers the right to decline two-way smart meter installation or replacement at no penalty, fee, or service charge, with utilities required to provide written notice at least 90 days before installation.

Allows customers to request removal of a two-way smart meter within 365 days of installation at no cost, with potential removal fees imposed only for requests made after the 365-day period.

Directs the Public Service Commission to promulgate regulations necessary to implement these standards and protections.
