Repeals subdivision 8 of section 153 of the social services law relating to public assistance applications.

Requires local social services districts to make decisions on public assistance applications within 30 days of application, except when applicants request additional time or verification difficulties cause delays beyond officials' control.

Changes the timeframe for acting on public assistance applications from "within thirty days" to "as soon as possible, but no later than thirty days" and removes separate 45-day requirement for home relief applications.

Removes provisions regarding safety net assistance given during the first 45 days after application being regarded as emergency assistance.

Changes safety net assistance eligibility determination timeframe from 45 days to 30 days after receiving an application.
