Creates new powers for the Correctional Association of New York to regularly visit, inspect, and examine all secure, limited secure, and non-secure juvenile facilities operated by the Office of Children and Family Services, including unannounced visits.

Authorizes the Correctional Association to conduct unannounced inspections, receive and review incident reports, and immediately report any youth abuse to the Office of Children and Family Services, the statewide child abuse registry, and Prisoners' Legal Services of New York.

Establishes confidential toll-free hotline operated by Prisoners' Legal Services of New York for youth in juvenile facilities to report abuse and complaints about confinement conditions, with quarterly in-person access to facilities to inform youth of their rights.

Requires the Correctional Association to submit annual reports to the governor, legislature, and relevant agencies regarding facility conditions and remedial recommendations, with written responses required from the Office of Children and Family Services.

Authorizes Prisoners' Legal Services to provide legal representation to youth, conduct confidential visits, review all facility records including sealed court documents without an unseal order, and investigate complaints regarding youth safety and rights.
