Changes the standard for issuing certificates of relief from disabilities from "unless" to "when" the court or department is satisfied certain conditions are met, making issuance permissible rather than prohibited under specified circumstances.

Requires that certificates be issued when the recipient is an eligible offender as defined in section 700 of the correction law.

Requires that the relief granted must be consistent with both the rehabilitation of the eligible offender and the public interest.

Applies to certificates issued by both courts and the Department of Corrections and Community Supervision.

Takes effect 90 days after becoming law.
