• Establishes a crisis intervention demonstration program in cities with populations of one million or more to assist law enforcement in responding to mental health and substance abuse crises.

• Creates the position of crisis intervention team training program coordinator within the Department of Mental Health to develop partnerships, coordinate training, and provide funding support for law enforcement agencies.

• Requires a minimum of 40 hours of mandatory mental health training for all current and new law enforcement employees in participating agencies and establishes program goals including reducing arrests, improving dignity for persons in crisis, and decreasing officer injuries.

• Establishes a crisis intervention team training advisory committee with 13 members representing mental health consumers, families, advocacy groups, law enforcement, and relevant state agencies to meet at least twice yearly and provide recommendations.

• Creates a crisis intervention team training fund with up to $1 million in state fiscal year 2020-2021 appropriations to support training and community coordination costs, with the demonstration program ending five years after enactment.
