Allows inmates from correctional facilities or county jails to be admitted on an emergency basis to the Central New York Psychiatric Center upon certification by two examining physicians that the inmate suffers from mental illness likely to result in serious harm to themselves or others.

Requires the superintendent to deliver such inmates to the appropriate hospital operated by the office of mental health within a twenty-four hour period.

Permits inmates to be held for further in-patient treatment pursuant to sections 9.13 and 9.15 of the mental hygiene law after the emergency has resolved, without requiring a court order.

Takes effect on the thirtieth day after the bill becomes law.
