Amends Correction Law Section 754 to expand the requirement for written statements beyond denials of licenses or employment to include any adverse action taken with respect to a license or employment.

Requires public agencies and private employers to provide written statements within thirty days of a request, setting forth the reasons for the denial or adverse action.

Applies to any person previously convicted of one or more criminal offenses who requests an explanation for adverse action taken against them.

Takes effect ninety days after becoming law.
