Directs each local department of social services (LDSS) to establish and maintain access to benefits and services for all persons with HIV infection who request assistance and meet eligibility requirements.

Requires intensive case management with a maximum ratio of one caseworker to 25 family cases and transportation and nutrition allowances of at least $193 per month for Medicaid-eligible persons with HIV.

Mandates that benefits and services including medically appropriate housing, Medicaid, long-term care services, personal care services, and financial benefits be provided within 20 business days of submitting complete application materials if no other timeline is specified by law.

Requires each LDSS to establish a policy and procedures manual within 60 days, conduct public hearings, publish a bill of rights, and provide semi-annual staff training on HIV-related services and confidentiality protections.

Establishes an 11-member advisory board appointed by legislative and executive leaders to advise the commissioner on HIV services delivery, and requires quarterly reports to state leadership on service requests, processing times, eligibility determinations, and staffing levels.
